CLE Land Use Reform and the Future of Local Zoning Policy in Connecticut

This CLE program will provide an overview of recently adopted legislation concerning land use regulation, local zoning and housing opportunities in municipalities that exercise zoning authority. Public Act 21-29 prohibits municipal zoning regulations from establishing minimum floor area requirements exceeding those in an applicable safety code and requires regulations to provide for varied housing opportunities and further the federal Fair Housing Act’s purposes. The new law also addresses accessory apartments and parking and establishes a commission to evaluate policies related to land use, conservation, housing affordability, and infrastructure.
